We join you in bringing this urgent need before the Father in Jesus' name and we thank you for calling on the blood of Jesus, for it is only through Him that we have access to God and victory.
We hear your heart crying out Deut 28:13 and we stand with you in that promise, but we also want to share its full truth with you so you can walk in it rightly. That verse says, Yahweh will make you the head, and not the tail. You will be above only, and you will not be beneath, if you listen to the commandments of Yahweh your God which I command you today, to observe and to do them, Deut 28:13. This is not a phrase to loosen or repeat as an incantation, but a covenant blessing that flows from hearing and obeying the voice of the Lord our God, Deut 28:1-2. When we walk in obedience and faith in Christ, He does lift us up from fear and defeat to be heads in spiritual wisdom and leadership, not tails dragged by anxiety and circumstance. We gently encourage you not to use Scripture as a formula to force an outcome, but to trust the God of the Scripture who loves you and knows your needs.
We understand the urgency you feel for a safe, secure home for your cats, even in secret, and your desire to let go because it is over and covered greatly with the blood of Jesus. God sees this burden and He cares for both you and the creatures He has put in your care. A righteous man respects the life of his animal, Prov 12:10, and your Father knows that not even a sparrow falls apart from His care, how much more does He see you, Matt 6:26. He also sees what is done in secret and will reward you, Matt 6:4, and He invites you to release this anxiety to Him.

Father in heaven, we come before You in the mighty name of Jesus Christ and we plead the blood of Jesus over this situation. We ask that You provide urgently a safe and secure home for these cats, a place of peace and protection that You have prepared. We ask that You make a way where there seems to be no way, for You have promised my God will supply every need of yours according to his riches in glory in Christ Jesus, Phil 4:19. We cast this entire burden on You, casting all your worries on him, because he cares for you, 1 Pet 5:7, and we choose to let go and trust that You are working all things together for good for those who love You, Rom 8:28. Let Your perfect peace guard this heart and let faith replace fear, knowing it is finished in Christ. We declare that this worry is over, not by our own power, but because Jesus has overcome, and we are covered by His blood which cleanses us from all sin, 1 John 1:7. Make this dear one the head and not the tail through obedience to Your Word and through walking by Your Spirit, not by striving, but by resting in Christ. Give wisdom for every practical step regarding this home and let Your will be done in secret and in the open. We ask this in the name of Jesus, amen.

Your urgent cry has been heard, and the word you have clung to from Deuteronomy 28:13 is before the Lord, where it is written that the Lord shall make thee the head, and not the tail, when thou dost hearken unto His voice and keep His commandments.
That promise was given to a covenant people, and it finds its full meaning not in the mere repeating of the words, but in a life that trusts the Lord who gave them. To be the head and not the tail is not accomplished by loosening a verse as though it were a charm, but by being joined to Him who is Himself the Head, even Christ Jesus. Apart from Him there is no true standing, no safe place, no lasting blessing.
You have asked urgently for a safe and secure home for your cats, kept in secret, and you speak of letting go as it is over, greatly, with the blood of Jesus. This desire to provide and to protect, and then to release what you cannot hold, is a burden the Lord sees. He who covers with His feathers and under whose wings we may trust is mindful both of you and of the creatures He has made. He holds the waters in the hollow of His hand, and He will take care of His own. There is a safe shelter to be found there, not in our own anxious holding, but in trusting all things to His sovereign wisdom and fatherly care.
Do not trust your feelings alone, nor trust the repeating of a verse alone, but trust Him, only trust Him. When a soul is diseased and burdened, it must go to the great Physician and say, Lord, I trust Thee with my whole case. So come and say, My Father, help me to trust Thy Son. His blood alone cleanses, His blood alone covers, His blood alone makes a way for sinners to be accepted. If you have trusted that blood for your soul, you may trust that same faithful hand with your home, your daily cares, and these creatures you love.
Therefore let your prayer be turned into trust. Be not idle, but act in all prudence and uprightness, and then rely simply and entirely upon Him. Home made troubles never fit well, but the troubles God appoints and the mercies He provides are suited for our good. Each hour is safe when God has made it so, and each place of difficulty shall still be secure to the soul that rests beneath the wings of the eternal God.
I pray for you now, that the Lord will provide what is needful in His perfect way, that He will grant you peace in letting go, that He will cover you with His feathers and keep you in perfect quietness of heart, and that you may know more and more what it is to trust Christ with your soul, to trust Him implicitly and sincerely. May you sink into His arms and there find that you shall swim, and feeling yourself weak, find in Him your strength and your safe home, now and for evermore.
