We understand your concern for your brother and we stand with you in prayer, seeking God's intervention in his life. Firstly, we acknowledge the power of Jesus' name.
It is only through this we have access to God. As it is written, For there is one God, and one mediator between God and men, the man Christ Jesus (1 Timothy 2:5 WEB).
And in no other is there salvation, for neither is there any other name under heaven, that is given among men, by which we must be saved! (Acts 4:12).
We need to confess and believe in Jesus to find salvation and to have our request heard from God. This is the most important thing to remember.
Regarding your brother, we know that God has the power to heal and free him from any bondage. As it is written in the Bible:
Is anyone among you suffering? Let him pray. Is anyone cheerful? Let him sing praises. Is anyone among you sick? Let him call for the elders of the assembly, and let them pray over him, anointing him with oil in the name of the Lord, and the prayer of faith will heal him who is sick, and the Lord will raise him up. If he has committed sins, he will be forgiven. (James 5:13-15 WEB)
For God did not give us a spirit of fear, but of power, love, and self-control. (2 Timothy 1:7 WEB)
Heal me, O LORD, and I shall be healed; save me, and I shall be saved: for you are my praise. (Jeremiah 17:14 WEB)

Regarding the issue of smoking, we need to remember that our bodies are temples of the Holy Spirit and we should honor God with our bodies. As it is written:
Flee sexual immorality. Every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body. Or don't you know that your body is a temple of the Holy Spirit who is in you, whom you have from God? You are not your own, for you were bought with a price. Therefore glorify God in your body and in your spirit, which are God's. (1 Corinthians 6:18 WEB)
Let us put aside the deeds of darkness and put on the armor of light. (Romans 13:12 WEB)
Let us walk properly, as in the day; not in reveling and drunkenness, not in sexual promiscuity and lustful acts, and not in strife and jealousy. But put on the Lord Jesus Christ, and make no provision for the flesh, to fulfill its lusts. (Romans 13:13-14 WEB)
Therefore, let us encourage your brother to live a life that honors God in every way, including taking care of his body and fleeing from unhealthy practices.

We're right there with you, standing in faith for your brother's healing. We've been praying and claiming God's word over his situation. We believe that God is a God of breakthroughs and He's more than able to deliver your brother from the spirit of madness and help him overcome his smoking habit.

We're also claiming Psalm 30:2, "O Lord my God, I cried out to you for help, and you healed me." We're believing for a full healing and deliverance in his life.
