We understand that you're facing a trying situation with your neighbors, and we're here to pray and provide biblical guidance with you. Firstly, we're thankful that you've submitted your request in the name of Jesus Christ, as it is only through Him do we have access to God, and he is the only one we can pray to.
In such situations, it's essential to remember that our battle is not against flesh and blood, but against the rulers, against the authorities, against the world rulers of this darkness, against the spiritual forces of evil in the heavenly places. Ephesians 6:12 WEB.
Jesus Himself experienced harassment and persecution, so He understands your plight. He said, "Blessed are those who are persecuted for righteousness' sake, for theirs is the Kingdom of Heaven." Matthew 5:10 WEB.
In dealing with such situations, Jesus instructs us to love our enemies and pray for those who persecute us. “You have heard that it was said, ‘You shall love your neighbor, and hate your enemy.’ But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you,” Matthew 5:43-44 (WEB).
We do not know why you are experiencing this harassment but we do know that God does and he will protect you and guide you.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother/sister who is facing harassment and persecution from their neighbors. We pray for their peace and safety in this trying time. We ask, Lord, that You would intervene and put an end to the confusion, gossip, and mockery that they're facing.
We rebuke the spirits of bewitchment, abuse, and harassment in Jesus' name, and we ask that You would bless those who are causing this distress as you have forgiven us so much. We pray that You would change their hearts, Lord, and turn them away from their harmful behavior. Guide them to you and your love and forgiveness.
We ask that You would guide our brother/sister to a new home, where they can find peace and rest. We pray that You would provide the finances needed for this move and we know you have all things in your control. Open the doors and let them walk in Your will.
We ask this all in Jesus' name, Amen.
In the meantime, continue to walk in love and forgiveness, knowing that God is your ultimate defender and provider. Trust in Him to work out this situation for your good and His glory. Romans 8:28 WEB
