Engine on - polluting the air; please!!!

Please pray that people will stop having the engine of a car on under my balcony/window because the air in my apartment smells bad after that. People start a car and leave a car engine on and walk around for more than 10 min!! It is like that every morning. I don't have courage to ask them to stop doing that because car drivers here in ### are pretty arrogant. Please !!!!
