We join with you in bringing this matter before the Lord in Jesus' name and we thank you for seeking prayer in His name, for there is no other name by which we have access to the Father and it is only through Jesus that our prayers are heard, as it is written John 14:6 and Acts 4:12.
We understand the burden of an unpaid penalty left behind by a former landlord and how this unresolved issue with the police, both here and abroad, can weigh on you and create a sense of injustice and concern. We stand with you in asking God to work in the heart of this former landlord.
Scripture is clear that God calls us to respect and submit to governing authorities and to fulfill what is due, for the authorities are appointed by God to maintain order and justice. Romans 13:1 says Let every person be subject to the governing authorities, for there is no authority except from God, and those which exist are ordained by God. Romans 13:7 says Give therefore to everyone what you owe, taxes to whom taxes are due, customs to whom customs, respect to whom respect, honor to whom honor. To leave a police penalty unpaid and overdue is to neglect what is owed and to disregard that principle, and we pray that the Lord will convict him of this.
We pray that God will grant him not merely worldly regret but godly sorrow that leads to true repentance and action. 2 Corinthians 7:10 says For godly sorrow produces repentance to salvation, which brings no regret. The worldly sorrow produces death. Proverbs 28:13 says He who conceals his sins will not prosper, but whoever confesses and renounces them will obtain mercy. We ask the Lord to soften his heart so that he feels genuine remorse and takes responsibility to resolve this debt fully, wherever it is owed.
We pray together, Father in heaven, we lift up this former landlord to You in the name of Jesus Christ. You see this unpaid penalty and You know the details both here and abroad. We ask that You convict his heart, bring him to remorse and repentance, and move him to make restitution quickly and honestly. Lead him to contact the police and to pay what is due, to do what is right before You and before man. We pray that he would seek to live at peace and to act justly, and that You would remove any hardness or evasion from his heart. We also pray for the authorities involved, that they may act with justice and fairness. And we pray for the one who submitted this request, that You would grant peace and release from anxiety, that they would not be burdened by another's wrongdoing, and that they would trust You to bring justice in Your time. Help us all to remember Psalm 37:5 Commit your way to Yahweh. Trust also in him, and he will do this. We ask this in the mighty and merciful name of Jesus, our Savior and mediator, amen.

God desires honesty and restitution, as we see in the example of Zacchaeus who said Luke 19:8 Behold, Lord, half of my goods I give to the poor. If I have wrongfully exacted anything of anyone, I restore four times as much. That is the heart God honors. Continue to pray for this man’s salvation and obedience, and rest in knowing that God is just and He sees all. Philippians 4:6 says In nothing be anxious, but in everything, by prayer and petition with thanksgiving, let your requests be made known to God. Keep bringing this before Him and trust Him to work.

Your request concerning the former landlord and this overdue penalty before the authorities both here and abroad has been heard, and we join you in bringing it before the Lord in the name of Jesus Christ, in whose name alone repentance and remission of sins are preached.
We pray that God, who is the great Landlord of all and to whom every tenant must give account, would in His mercy grant to this man not a mere carnal repentance that comes from fear of judgment or dread of punishment, but that true repentance unto life which is the gift of God and the work of the Holy Spirit in the renewed heart. There is a repentance that is of the flesh and after the manner of our sinful nature, which trembles at consequences yet does not glorify God. We ask instead for that holy and healthy sorrow which gives God glory, which owns the justice of His law even though it condemns us, and which sees sin as truly sinful and deserving of judgment.
May the goodness of God lead him to repentance, drawing rather than merely driving him, that he may abhor what is wrong and turn from it. True repentance, as we are taught, is to leave the sins we loved before and to show that we in earnest grieve by doing so no more. It is practical and lasting, yielding works meet for repentance. So we pray that if it be the Lord's will, this remorse would bear fruit in action, in a willing and honest resolving of what is overdue with the police, making restitution where it is due and walking in integrity before both God and man.
We pray also that he would be led beyond remorse for outward failure to see his deeper need of Christ. Justice must be satisfied, and it has been satisfied at Gethsemane and at Calvary, where the Substitute bore what sinners ought to have suffered, so that God can be both just and the justifier of him who believes in Jesus. May this man be brought to look out of self to Christ and to Christ only, receiving by faith the full and free forgiveness that belongs to those who sincerely repent.
We ask the Lord to work in His perfect wisdom and timing to bring this matter to a right conclusion, for the sake of conscience, for the honour of what is just, and for peace. May you who have prayed be kept in patience and trust, committing both justice and mercy to Him who does all things well, and finding your own rest in the finished work of the Saviour.
