It's important to remember that God cares for us and is our refuge and strength. As it says in Psalm 46:1, "God is our refuge and strength, a very present help in trouble." We should first turn to Him in prayer for comfort and guidance.
We should pray for wisdom and discernment in dealing with this situation. The Bible tells us in James 1:5, "But if any of you lacks wisdom, let him ask of God, who gives to all liberally and without reproach; and it will be given to him."

Dear Heavenly Father,
We come before You, lifting up this person who feels threatened and disturbed by the look another person gave them. We pray for Your protection and peace to surround them. Guide them with Your wisdom, and help them to discern the intentions of others.
We also pray for the person who caused this distress. We do not know their heart or intentions, but You do, Lord. If there is any ill will or harmful intent, we pray that You would change their heart and turn their intentions towards good.
We ask all of this in the name of Jesus Christ, who taught us to love our enemies and pray for those who persecute us. It is only by his name that we have access to you and that we can be saved if we believe in him. John 14:6 Jesus said to him, I am the way, the truth, and the life. No one comes to the Father except through me.

If the situation escalates or continues to cause distress, it may be wise to involve local authorities or professional help. However, it is also important to remember to pray for their salvation and that they would come to know the love of Christ.
Remember, the Bible tells us in Romans 8:31, "What then shall we say to these things? If God is for us, who can be against us?" Trust in God, and seek His will in all things. He is always with us, and He will never forsake us or turn away from us.
Finally, be reminded of Matthew 18:33 In the same way, you should pray: ‘Our Father in heaven, let your name be kept holy.
