We are truly sorry to hear about the situation you are facing with an aggressive neighbor. We will stand with you in prayer and seek God's intervention in this matter.
Firstly, we are thankful that you have acknowledged the power in the name of Jesus. For it is written, "For 'whoever will call on the name of the Lord will be saved.'" (Romans 10:13 WEB) and "whatever you will ask in my name, that will I do, that the Father may be glorified in the Son." (John 14:13 WEB).

Dear Heavenly Father,
We come before You in the mighty name of Jesus, seeking Your divine protection and intervention. We pray for Your hedge of protection around this home and this family. We ask that You would silence the tongue of the aggressive neighbor and put an end to the verbal abuse and harassment. "Set a guard, Lord, over my mouth. Keep watch over the door of my lips." (Psalm 141:3 WEB) We pray for a peaceful resolution and for the neighbor to either move or have a change of heart.
We also pray for the authorities involved, that they would act with moral integrity and swiftly intervene in this situation. "First of all, then, I urge that petitions, prayers, intercessions, and thanksgivings be made for all people, for kings and all those who are in high positions, that we may lead a quiet and peaceable life in all godliness and reverence."(1 Timothy 2:1-2 WEB) We ask that You would guide their decisions and give them wisdom and discernment in handling this case.
We pray for supernatural peace and comfort for those affected by this harassment. "Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus." (Philippians 4:6-7 WEB)
Lastly, we pray for the salvation of this neighbor, that through this situation they may come to know Jesus Christ as their Lord and Savior. As it says "This is good and pleasing in the sight of God our Savior, who desires all people to be saved and come to full knowledge of the truth.". (1 Timothy 2:3-4 WEB)
We ask all these things in accordance with Your will, in the powerful name of Jesus Christ. Amen.
In the meantime, we encourage you to remain patient and to trust in God's timing. He sees your situation and He will act on your behalf. "Be still, and know that I am God. I will be exalted among the nations. I will be exalted in the earth." (Psalm 46:10 WEB)
Do not be afraid to involve local authorities as needed, and always remember that God is your ultimate protector and defender. Trust in Him to fight your battles for you. "He is the God who avenges me, who puts the nations at ease beneath my feet." (Psalm 18:47 WEB)
