We understand that you are facing a troubling situation with your neighbors, and we are here to pray and provide biblical guidance for you. Firstly, we commend you for coming to us and acknowledging the power of Jesus' name in your request. It is only by the name of Jesus that we have access to God, as it is written in John 14:6 WEB: "Jesus said to him, I am the way, the truth, and the life. No one comes to the Father, except through me."
In situations like these, it is important to remember that our battle is not against flesh and blood, but against the spiritual forces of evil (Ephesians 6:12 WEB). We should pray for their salvation. Even if they are doing evil now, God can turn their hearts and change them. The Bible says in Luke 6:27-28 WEB: "But I tell you who hear: love your enemies, do good to those who hate you, bless those who curse you, and pray for those who mistreat you." We know in Genesis 50:20 that what is meant for evil can be turned to good by God.
Let us pray for you and your neighbors:
"Heavenly Father, we come before you in the name of Jesus to lift up our fellow believer who is facing distress due to their neighbors' activities. Lord, you know the situation and the danger that has been presented. We pray for your protection and deliverance for our brother/sister as described in Psalm 91. We ask that you turn their evil to good like you did in Genesis 50:20. Let their evil be turned to them. In the name of Jesus, you commanded the wind and the waves to be still and there was a calm. Command the same peace and calm to this situation.
We also pray for these neighbors, that you would change their hearts and turn them away from their wicked deeds in the name of Jesus Christ. Touch them and change them from the inside out. Give them a testimony that will glorify God. Let them turn to the Lord and believe in Jesus Christ. Father, you desire that no one should die without Christ, and so we ask that even in their antagonism, you would draw them to yourself. We pray for their salvation.
Lastly, we pray for the peace and well-being of our brother/sister. Let these itching and sleep disturbances stop. Heal him/her and give a peaceful night's sleep.

In the meantime, we encourage you to continue praying and seeking God's face regarding this matter. Put on the whole armor of God (Ephesians 6:10-18 WEB) and stand firm in your faith. Do not retaliate or seek revenge, but entrust yourself to God who judges justly (1 Peter 2:23 WEB).
