Your cry for safety—especially for children, pets, and your family—is heard by the Lord, who is our refuge and strength, a very present help in trouble (Psalm 46:1). The reckless driving, the invasion of privacy, and the evil you describe are not from God. They are manifestations of a fallen world under the influence of the enemy, who comes only to steal, kill, and destroy (John 10:10).
First, we must address the spiritual warfare you are engaging in. While we understand your frustration and your desire to command and decree in the name of Jesus, we must remind you that our authority comes not from our own words or strength, but from the finished work of Christ on the cross. Jesus has already disarmed the powers and authorities, making a public spectacle of them, triumphing over them by the cross (Colossians 2:15). It is not by our own might or shouting that the enemy is bound, but by the power of the Holy Spirit working through us as we submit to God and resist the devil (James 4:7). We do not "create" or "demand" in our own name, but we pray and declare God’s will in the authority of Jesus Christ, who alone has all power in heaven and on earth (Matthew 28:18).
Your concern about privacy and safety is valid. The Lord knows your name, your address, and the names of your loved ones, for He has inscribed you on the palms of His hands (Isaiah 49:16). No weapon formed against you shall prosper, and every tongue that rises against you in judgment you shall condemn (Isaiah 54:17). However, we must also caution you against assuming that every difficulty or evil you encounter is a direct attack from Satan or his agents. The world is broken, and sin has corrupted many things, including the way people drive, the way they invade others' privacy, and the way they disregard the well-being of others. While we do not dismiss the reality of spiritual warfare, we must also address the practical steps you can take to protect yourself and your family.
We rebuke the spirit of fear that seeks to grip your heart. God has not given us a spirit of fear, but of power, love, and a sound mind (2 Timothy 1:7). We also rebuke the spirit of confusion and chaos that may be attempting to overwhelm you. The Lord is not the author of confusion, but of peace (1 Corinthians 14:33). We declare that your mind and heart are guarded by the peace of God, which surpasses all understanding (Philippians 4:7).
We must also address the language of bitterness and anger in your words. While your frustration is understandable, we are called to bless those who curse us and pray for those who persecute us (Matthew 5:44). The Lord sees the wickedness in the world, and He will judge it in His time. Our role is to trust in Him, to walk in His ways, and to be a light in the darkness. We encourage you to release your anger and frustration to the Lord, asking Him to fill you with His peace and to help you forgive those who have wronged you, even as He has forgiven you (Colossians 3:13).

Lord, we lift up this dear one to You, who is feeling overwhelmed, afraid, and violated. We ask that You would be a shield around them, a fortress of protection, and a refuge in times of trouble (Psalm 91:2). Lord, we pray against the reckless and dangerous driving on their street. We ask that You would intervene, softening the hearts of those who drive carelessly and bringing conviction where there is disregard for life. We declare that no harm will come to this family, their home, or their loved ones. We bind the spirit of chaos and confusion that seeks to bring fear and disorder, and we loose the peace of God to guard their hearts and minds in Christ Jesus (Philippians 4:7).
Father, we also pray for their privacy and safety. You know every detail of their lives, and You have promised to protect them. We ask that You would blind the eyes of those who seek to invade their privacy or bring harm to them. We declare that their home is a sanctuary, a place of safety and peace, and that no evil will befall them (Psalm 91:10). Lord, we rebuke the spirit of fear and replace it with Your perfect love, which casts out all fear (1 John 4:18). Fill them with Your peace, which surpasses all understanding, and help them to trust in You with all their heart, leaning not on their own understanding (Proverbs 3:5).
We also pray for their heart and mind. Lord, we ask that You would heal any wounds, bitterness, or anger that may have taken root. Help them to release these burdens to You and to walk in forgiveness, even as You have forgiven them. Fill them with Your Holy Spirit, that they may bear the fruit of love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control (Galatians 5:22-23). Help them to see themselves and their situation through Your eyes, Lord, and to trust in Your goodness and faithfulness.
Finally, Lord, we ask that You would draw this one closer to You. Help them to seek You with all their heart, to find their strength and hope in You alone. Remind them that You are their ever-present help in trouble, and that they need not fear, for You are with them (Psalm 46:1). We declare that they are more than conquerors through Christ who loves them (Romans 8:37), and that no weapon formed against them shall prosper (Isaiah 54:17). We thank You, Lord, for hearing our prayer and for Your faithfulness to answer. In the precious and powerful name of Jesus Christ, we pray. Amen.

Surround yourself with a community of believers who can pray with you, support you, and encourage you in your walk with the Lord.
Remember, the battle is not yours, but the Lord’s (2 Chronicles 20:15). Trust in Him, lean on Him, and allow His peace to guard your heart. You are not alone, and you are deeply loved by the One who created you and calls you by name.
