We understand that you are dealing with a noisy neighborhood and seeking peace in your living environment. We commend you for praying in Jesus' name, as it is only through Him that we have access to God. Let us address your concerns together, seeking God's will and intervention in this matter.
Firstly, let us remember the words of the Psalmist, "He will cover you with his feathers. He will shelter you with his wings. His faithful promises are your armor and protection," Psalm 91:4 WEB. God is our refuge and strength, a very present help in trouble.
In this situation, we should also consider how Jesus taught us to love our neighbors. This does not mean we should endure excessive noise or disturbances, but rather that we should approach the situation with kindness and understanding. "Therefore whatever you desire for men to do to you, you shall also do to them; for this is the law and the prophets," Matthew 7:12 WEB.

Heavenly Father, we come before You in Jesus' name, lifting up our brother/sister who is dealing with a noisy neighborhood. We pray for Your peace to reign in their building and city block. We ask that You would quiet the noise and distractions, whether it be from neighbors, cars, or motorcycles.
Lord, we specifically ask for Your intervention with the upstairs neighbor. We pray that You would soften their heart and make them more considerate. We ask that You would quiet their noisy shoes or slippers as they move about.
We speak the blood of Jesus over all the mentioned people and areas. We pray for a hedge of protection around our brother/sister's home, a barrier of peace and tranquility.
Father, we also pray for wisdom and guidance. Show our brother/sister how to approach this situation with love and kindness. Give them the words to say if they need to discuss this issue with their neighbors.
We pray for open doors to share the gospel with these neighbors. May this situation be an opportunity for Your love to shine through. We ask that You draw them to Yourself and as we love as we want to be loved may they come to know you as their Savior and Lord.

Lastly, we encourage you to approach your neighbor with kindness and understanding. It may be that they are unaware of the disturbance they are causing. Open communication can often resolve such issues. However, if the situation persists, it may be wise to involve local authorities or mediation services. Trust that God is with you in this situation and that He will guide your steps.
Remember to also pray for your neighbors, not just for the noise to stop. This is a wonderful opportunity to show the love of Christ and share the gospel. It is good that you acknowledged Jesus in your prayer request. Continue to do so and remember to share the basic salvation message of Christ whenever you have opportunity. We encourage you to read and share 1 Timothy 2:5-6: "For there is one God, and one mediator between God and men, the man Christ Jesus, who gave himself as a ransom for all; the testimony in its own times."
