It is important to approach them with love and kindness, even if they are not exhibiting the same. Remember that God loves them as much as He loves you. We should pray for them and be a shining example to them of Jesus Christ in us.
Regarding the particular neighbor who is causing the most disturbance, we should pray for them and rebuke the spirits of arrogance, irritation, and manipulation that may be driving their actions. Ephesians 6:12 For our wrestling is not against flesh and blood, but against the principalities, against the powers, against the world’s rulers of the darkness of this age, and against the spiritual forces of wickedness in the heavenly places.
In addition, consider involving local authorities or your building management if the noise persists, as they can mediate the situation and take necessary actions to restore peace.
