We understand your distress and desire for peace and quiet during the night. It's important to remember that God is our refuge and strength, a very present help in trouble (Psalm 46:1). He promises to give us peace even in difficult circumstances.
Firstly, we commend you for ending your request acknowledging Jesus. In John 14:13-14 Jesus says “Whatever you will ask in my name, that will I do, that the Father may be glorified in the Son. If you will ask anything in my name, I will do it.” (WEB).
In this situation, we should first pray for God's intervention and also consider practical steps to address the noise issue. Let's pray together:
Dear Heavenly Father,
We come before You in the name of Jesus, lifting up our brother/sister who is struggling with night noise from their neighbors. We pray for Your divine intervention, that You would quiet the noise and bring peace to their home. We ask that You would soften the hearts of these neighbors, turning them away from rebellious behavior, and helping them to be considerate and respectful.
Father, we also pray for wisdom and guidance. Show us if there are any practical steps that can be taken to resolve this issue, always ensuring that our actions are guided by Your love and grace.
Lord, you promised in your word to give us peace. In John 14:27 (WEB) it says "Peace I leave with you. My peace I give to you; not as the world gives, give I to you. Don't let your heart be troubled, neither let it be fearful." We ask that you will give our brother/sister your peace.

In addition to prayer, consider talking to your neighbors about the issue. Approach them with kindness and respect, explaining your situation and asking for their cooperation. If the noise continues, you may need to involve local authorities or your landlord for further assistance.
Remember, God calls us to love our neighbors as ourselves (Mark 12:31). This doesn't mean we should tolerate disrespectful behavior, but rather that we should approach the situation with compassion and a desire for reconciliation.
Lastly, consider that this may also be an opportunity to minister to your neighbors. They may not know the saving grace of Jesus Christ. It could be that the Lord is allowing these circumstances so that your neighbors may come to know the Savior of the world.
