Need a prayer I signed a lease agreement with the landlord

Need a prayer I signed a lease agreement with the landlord to work on a plot but the Town Council have different agenda to use the same area to. First they say they need big businesses, the mayor said I must carry on with the work but they don't want to write the letter of acceptance. Please kindly assist I need to start working soon
