First, we want to emphasize that our authority and power come solely from Jesus Christ. It is only through His name and by His blood that we have access to the Father and can approach Him in prayer. We do not "speak life," "command," "declare," or "demand" things into existence as if we have control over creation, that power belongs to God alone. Jesus said, "Apart from me you can do nothing" (John 15:5 WEB). Instead, we humbly bring our requests to God in prayer, trusting in His will and sovereignty.
The language of "blood" in your request also needs clarification. While we honor the power of Jesus' blood, which cleanses us from sin ("But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus Christ, his Son, cleanses us from all sin", 1 John 1:7 WEB), we must not use it as a formula or incantation. The blood of Jesus is not a magical tool but a sacred symbol of His sacrifice for our redemption.
Regarding your cats, we can pray for their safety, well-being, and behavior, asking God to guide them and help them to be a blessing in your home. However, we must remember that animals are part of God’s creation, and while we can care for them, we do not have dominion over them in the way we might over our own actions or choices. God has given us stewardship over His creation ("God said, 'Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the birds of the sky, and over the livestock, and over all the earth, and over every creeping thing that creeps on the earth'", Genesis 1:26 WEB), but this does not mean we control their every move.
