Firstly, we commend you for acknowledging that God is in control, and for praying in the name of Jesus Christ. It is only through Jesus that we have access to God, and it is in His name that we find salvation. Regarding your unemployment, remember that God is our provider. As it says in Philippians 4:19 WEB: "My God will supply every need of yours according to his riches in glory in Christ Jesus." Instead of focusing on the negativity in your neighborhood, use this time to seek God's will and provisions.
Concerning your neighbors, Jesus commands us to love our neighbors as ourselves, even when they're not acting in a neighborly way. In Matthew 5:44 WEB, Jesus says: "But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you." This doesn't mean we should allow others to take advantage of us, but rather, we should respond with love and wisdom.
It's clear that there are negative influences in your neighborhood, but remember, our battle is not against flesh and blood. Ephesians 6:12 WEB reminds us: "For our wrestling is not against flesh and blood, but against the principalities, against the powers, against the world's rulers of the darkness of this age, and against the spiritual forces of wickedness in the heavenly places."

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother/sister who is facing unemployment and a hostile neighborhood environment. We pray for Your divine intervention, that You would open up job opportunities and provide for every need according to Your riches in glory.
We rebuke the spirits of unemployment, intimidation, mockery, and manipulation that are at work in the neighborhood. We bind the spirits of ruin, misery, tragedy, and death, and we loose the Spirit of the Lord, which brings life, peace, and joy.
Father, we pray for the hearts of the neighbors, that You would soften them and draw them to Yourself. We pray for our brother/sister, that You would grant them wisdom and discernment in dealing with these neighbors, and that You would put a hedge of protection around them and their family.
We declare that no weapon formed against them shall prosper, and every tongue that rises against them in judgment shall be condemned. We claim victory in this situation, knowing that You are a God who fights for His children.
We pray all this in the mighty name of Jesus Christ, our Lord and Savior. Amen.
