Why are people, lost? Let's remember that "all mankind has sinned and fallen short of the glory of God" (Rom 3:23). They are "dead in their trespasses and sins" (Eph 2:1). In Adam, all died (1 Cor 15:22). The god of this age has blinded the minds of unbelievers so they cannot see the light of the gospel of the glory of Christ, who is the image of God. (2 Cor 4:4).
How are people actually saved? We need the light and power of the Holy Spirit to break in creating faith in the hearts of those who hear THE RIGHT MESSAGE preached about Christ.
What is the message about Christ? He had a different birth attested by signs in the heavens to fulfill prophecy. He was born The Son of God. He was The Messiah. We must mention His being perfect, dying without deserving it, and being raised again all for what we owed, our sins deserved the wages of sin, death -- he paid our debt and lived the life perfectly without sin -- therefore God raised Him from the dead because He was found "NOT GUILTY!" (The Whole Book of Acts -- NOTICE The People are SAVED freely by grace AFTER faith is created by HEARING the Word, Rom 10:17).
Luke 24:49 And behold, I am sending the promise of My Father upon you. But remain in the city until you have been clothed with power from on high.”
Acts 1:3 After His suffering, He presented Himself to them with many convincing proofs that He was alive. He appeared to them over a span of forty days and spoke about the kingdom of God. 4 And when they were gathered together, He commanded them: “Do not leave Jerusalem, but wait for the gift the Father promised, which you have heard Me discuss. 5 For John baptized with water, but in a few days you will be baptized with the Holy Spirit.” 6 So when they came together, they asked Him, “Lord will You at this time restore the kingdom to Israel?” 7 Jesus replied, “It is not for you to know times or seasons that the Father has fixed by His own authority. 8 But you will receive power when the Holy Spirit comes upon you, and you will be My witnesses in Jerusalem, and in all Judea and Samaria, and to the ends of the earth.”
When human beings believe the facts of how "Jesus of Nazareth, how He was born, how He went about doing good and healing all who were oppressed by the devil, and how they put Him to death by hanging him on a tree, but how God raised Him from the dead, and caused Him to be seen by chosen witnesses who ate and drank with Him after He rose from the dead. And He commanded us to preach to the people and to testify that He is the One appointed by God to judge the living and the dead. All the prophets testify about Him that everyone who believes in Him receives forgiveness of sins through His name.” While Peter was still speaking these words, the Holy Spirit fell on all who heard his message. All the circumcised believers who had accompanied Peter were amazed that the gift of the Holy Spirit had been poured out even on the Gentiles (Acts 10:38-45). Acts 10:47 "Can anyone withhold the water to baptize these people? They have received the Holy Spirit just as we have!"
God raises them up, gives them life, and makes us "new Creations," instantly (2 Cor 5:17).
We can't expect people who are blind and "dead in sins" to respond to something they have not heard. Help us first learn what the gospel message really is and secondly go into the world and preach the gospel and may God confirm the word with signs (Matt 28, Mark 16, Luke 24, Acts 1). In Jesus' Name.

3 Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness. 4 Christ is the culmination of the law so that there may be righteousness for everyone who believes. 5 Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.” 6 But the righteousness that is by faith says: “Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring Christ down) 7 “or ‘Who will descend into the deep?’ ” (that is, to bring Christ up from the dead). 8 But what does it say? “The word is near you; it is in your mouth and in your heart,” that is, the message concerning faith that we proclaim: 9 If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.” 12 For there is no difference between Jew and Gentile—the same Lord is Lord of all and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord will be saved.” 14 How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? 15 And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!” 16 But not all the Israelites accepted the good news. For Isaiah says, “Lord, who has believed our message?” 17 Consequently, faith comes from hearing the message, and the message is heard through the word about Christ.
