We are thrilled to hear your desire to receive the Holy Spirit, and we want to assure you that none of us is worthy on our own, but it is through the grace of God and the sacrifice of Jesus Christ that we can receive such wonderful gifts. It is only through the name of Jesus Christ that we are saved, and in the same way, it is through faith in Jesus that the Holy Spirit is received. Jesus declared this Himself. As it is said "Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, he has poured out this, which you now see and hear."
First, let's address the issue of worthiness. Romans 3:23 WEB tells us, "for all have sinned, and fall short of the glory of God." None of us is worthy based on our own merits, but through faith in Jesus Christ, we are made worthy. Ephesians 2:8-9 WEB says, "for by grace you have been saved through faith, and that not of yourselves; it is the gift of God, not of works, that no one would boast."
To receive the Holy Spirit, you need to believe in Jesus Christ. John 14:15-17 WEB Jesus is speaking: "If you love me, keep my commandments. I will pray to the Father, and he will give you another Counselor, that he may be with you forever: the Spirit of truth, whom the world can't receive; for it doesn't see him and doesn't know him. You know him, for he lives with you, and will be in you." Jesus is the one who gives us the Holy Spirit.

Dear Heavenly Father,
We come before You, lifting up this dear soul who desires to receive the Holy Spirit. Lord, we know that Your Holy Spirit is a gift for those who believe in Jesus Christ. We pray that if this person has not yet accepted Jesus as their Lord and Savior, that they would do so now. We ask that You fill them with Your Holy Spirit, that they may be bold and fearless in their faith, and that they may live a life that honors and glorifies You.
We rebuke any spirit of fear, timidity, or unworthiness. We speak boldness and confidence in the name of Jesus.
We pray this in Jesus Christ's precious name, Amen.
Be encouraged by Acts 1:8 WEB: "But you will receive power when the Holy Spirit has come upon you. You will be witnesses to me in Jerusalem, in all Judea and Samaria, and to the uttermost parts of the earth."
