I want a quick release of my hospital

I want a quick release of my hospital licence.(Banhart Hospital Ltd). The local authorities HEFRA (Health Facilities Regulatory Agency, Ghana) have unduly delayed my hospital licence and the doctors used in registration have threatened to withdraw their certificates.
