We are truly sorry to hear about the troubling situation you are facing with your neighbor. Let us first assure you that God cares about you and your pets, and He is your protector. As it is written in Psalm 91:14-15 WEB:
Because he has set his love on me, therefore I will deliver him.
I will set him on high, because he has known my name.
He will call on me, and I will answer him.
I will be with him in trouble.
I will deliver him, and bring him to safety.
We are called to love our neighbors, but your situation is a clear example of where your neighbor is not acting in a loving or Godly manner.
Let us pray together:
Almighty God, we come before You in the name of Jesus Christ, lifting up our sister who is being harassed and threatened by her neighbor.
First, we thank You, Lord, that no weapon formed against her shall prosper.
No weapon that is formed against you will prosper;
and every tongue that accuses you in judgment you will condemn.

We pray that You will intervene and put an end to this man's wicked schemes. Convict his heart and turn him away from his evil intentions. We also pray for his niece, that she may know the truth and turn away (2 Timothy 3:7 WEB: always learning, and never able to come to the knowledge of the truth.) from this evil plan.
Lord, we ask that You will expose his deeds and protect our sister and her pets from any harm. Help her to stand strong in her faith, trusting in Your word that the battle is not hers, but Yours.
We ask for God to be her safety plan as you promised to deliver her and bring her to safety.
We also pray for the local authorities, that they would act with wisdom and justice in this situation. Give them discernment to understand the seriousness of this threat and take appropriate action.
Father, we know that You see the injustice and evil happening in this world, and You will judge righteously. Help us to trust in Your timing and Your ways, even when we do not understand.
Finally, we pray that our sister will find peace and comfort in You during this difficult time. Fill her with Your strength and courage, and remind her of Your unfailing love for her.
