We are truly saddened to hear about the situation your sister and niece are facing. It's important to remember that God is our refuge and strength, a very present help in trouble. Psalm 46:1 WEB.
Firstly, we want to encourage you to trust in the Lord with all your heart, and lean not on your own understanding. In all your ways acknowledge Him, and He will direct your paths. Proverbs 3:5-6 WEB. This includes your sister's struggle with alcoholism and substance abuse. We pray that she turns to God for help and guidance, remembering that nothing is impossible with God. Luke 1:37 WEB.
However, we must also address the issue of irresponsibility and reckless spending. The Bible tells us to be sober, sober-minded, and temperate in all things. Titus 2:6 1 Peter 5:8 WEB. We must rebuke the sin of drunkenness and substance abuse, and pray for your sister to repent and turn away from these sins. 1 Corinthians 6:9-10 WEB.
Regarding the eviction, we encourage you to be proactive and reach out to local churches, community resources, and government programs that may be able to provide financial assistance or temporary housing. The Bible tells us to bear one another's burdens, and so fulfill the law of Christ. Galatians 6:2 WEB.

Dear Heavenly Father,
We come before You today, lifting up this desperate situation to You, in the mighty name of Jesus. We pray for Your divine intervention, that You would provide a way out of this seemingly impossible situation. We pray for Your comfort and peace for this niece, and for wisdom and strength for this sister. Lord, we ask that You would convict her heart and help her to turn away from her sin and towards You. We pray for Your guidance as they seek a resolution to this crisis, and for Your provision for their needs. We ask all these things in Jesus mighty name. Amen.
Lastly, we want to encourage you to keep your eyes on Jesus, the author, and perfecter of our faith. Hebrews 12:2 WEB. He is our hope and our salvation, and He is always with us, even in the most difficult of times. Matthew 28:20 WEB. We pray that your sister and niece will come to know His saving grace and love. If your sister is resistant to accepting Jesus as her Lord and savior then use Matthew 28:18-20 WEB to explain and encourage her to accept Jesus and the guidance of the Holy Spirit.
