God cannot go against a person's will to make him love you. God cannot make a person love Him, so how can He make a person love another. He can command it, like "love your neighbor as yourself", He can desire it, but He cannot and will not "make" one person love another. Also, He cannot make a person happy. It is another free will "choice" to be happy for each and every person.
I don't see in the Word where it says the Lord "owns" the heart of kings. The Word says that the Lord turns the heart of kings. Like a river of water that is channeled where it is needed to go, a king's heart/desires can be channeled to where the Lord wants them to go. He does that with everyone, trying to get them to turn their lives toward Him and His Will.
Deuteronomy 8:18 (ASV)
18 But thou shalt remember Jehovah thy God, for it is he that giveth thee power to get wealth; that he may establish his covenant which he sware unto thy fathers, as at this day.
God can direct you to the place to get a job. But it is up to you to use the power you have been given to get wealth. Your thoughts need to be on establishing His kingdom. Big thoughts need to be in your mind and desires. Perhaps your thoughts of "just getting a job" is too small. Start thinking big and your prayers shall be answered.

33 But seek ye first his kingdom, and his righteousness; and all these things shall be added unto you.

We all hope that our prayers are answered in the way that we want. Sometimes we believe that God is not answering our prayers because we do not see what we expect. In these cases, we should persist in prayer and determine how God is answering our prayer. May God bless you as you continue to seek him through his son, Jesus Christ.
